Download simulation steps parquet
Redirect to a short-lived signed URL for steps.parquet.
Most HTTP clients follow redirects automatically, so the caller receives the parquet bytes transparently. Pass redirect=false to get {"url": ...} instead — browsers must fetch the signed URL themselves (see _simulation_parquet_download).
