Export LLM configurations as a portable llm_configs.v1 bundle: the listed ones, or every config in the team when llm_config_ids is omitted.

Every secret is replaced with <REDACTED> and listed under redactions whatever the caller's role, because the file is meant to be passed around; the importer supplies those values again.
