Get Self-Serve Workspace Allowance

Returns the caller's workspace plan (projected from enforcer-billing), the effective number of workspaces they may own (workspace_slots — the instance default when billing has not projected a plan for them), how many live workspaces they own (owned), and whether the limit is enforced on this instance (enforced). Read-only. Only workspaces created through selfServeTenant count as owned.
