Deregister an OAuth client

Disables a registered client: every subsequent /authorize and /token for this client_id fails as though it had never been registered. The row is retained for audit. Already-disabled and never-existed both answer 404. Does NOT revoke tokens the client already holds — those are ordinary enforcer tokens with their own expiry. Platform admin only.
