Make one of your policy versions live

Promotes a validated version of your account's policy and retires whatever was active. From then on its deny rules apply to every request your account makes, through every door — HTTP, gRPC, and POST /authz/check without a policy_id, which is how to see one work. Rolling back is activating an earlier version.
