Update group

Updates a group's name/description/type (ResourceAuth write: creator, tenant admin, or system admin). 400 invalid_group_type if type_id doesn't resolve to a type the caller's tenant can use. 403 group_type_reserved on a group of a RESERVED type, or a retag onto one — those belong to their service. 409 group_archived on an archived group (unarchive first).
