List known send destinations

The caller's KNOWN on-chain destinations, derived from their own address book: linked contacts resolve to that member's ACTIVE wallet, custom contacts to the wallet address the caller registered on them. Blacklisted and inactive contacts are excluded. NOT an exclusive allow-list — a user may also send to an arbitrary external address, governed by the per-transaction cap and the rolling web3 allowance. These are the destinations that can be referenced by contact id and shown by name.
