Delete passkey credential

Removes one of the signed-in person's passkeys. Refused with 403 reauth_required unless this session signed in within the last 15 minutes (sign in again, then retry), and with 409 last_sign_in_method when it is the person's last passkey and the account has no verified email to fall back on.
