Make a tenant policy version live

Promotes a validated version and retires whatever was active, then announces it so every pod stops evaluating the previous one. Refuses a version that has not passed validation: activating an unvalidated policy turns a compile error into a tenant-wide outage at request time instead of a rejection at submit time.
