Admin Suspend Agent

A platform admin (cross_tenant) suspends any agent: state=suspended, state_reason=platform. Lifted only by a platform admin through enable. This and the kill switch are the only writes a platform admin has on another tenant's agents (403 platform_admin_read_only otherwise).
