List browse-grants locations

The location vocabulary accepted by ListBrowseGrants. With no filters, returns all states, territories, and regions (no counties). Pass search to filter across all kinds, including counties. Pass a state slug to scope the response to that state — its own row plus its counties — optionally narrowed further by search. Use the returned slugs as browse_grants_locations values on ListBrowseGrants.
