Export SPSS data as a PowerBI-ready ZIP package

Returns a ZIP containing data CSV, metadata CSVs, per-semantic-type DAX measures (binary / ordinal / interval / NPS), and a README with import instructions. Drives measure generation off the Phase 1 semantic classifier; any Phase 3 chat overrides on the same file_id are honored.
