Rebuild a derived surface (public verb)

The public verb over the maintenance batch engine. v1 rebuilds facts (the session-window deriver): derives into the given version (a paid, operator-invoked batch), optionally flips the live read pin (activate). Rewriting the pinned world needs force. 404 until PROJECTIONS_API_ENABLED=1.

Required scope: brain:admin.
