List beliefs by their free-text (subject, field) key
Beliefs the brain currently holds (semantic_belief, promoted from enriched scenes), filtered by exact subject/field key, lifecycle status (default active) and user scope. A user-bound token is pinned to its own user (userId mismatch is 403); M2M keys may scope to any user or list tenant-wide. Page capped at 100 (default 25). On by default; BELIEFS_API_ENABLED=0 makes it a 404. Source: src/beliefs/beliefs.controller.ts.
