Get or Create a Contact

(Deprecated - Use Get Contact (to check if it exists) and Post Contacts Create (to create it) instead) This endpoint allows you retrieve an existing contact or create it if does not exist. It will try to find the contact and return it, otherwise it will create the contact and then return it.
