Aggregiert die aktiven Fahrten einer Linie aus dem GTFS-RT-Feed (Tier B): active_trips (Anzahl), avg_delay_s und max_delay_s, im Live-Envelope (refresh_seconds=45). Der Request-Pfad liest NUR aus Redis. Toggle aus -> disabled; keine aktiven Fahrten -> no_data. Reine Live-Daten, nur im Redis-Cache gehalten (Tier B).
