Get a link to upgrade the plan (the person pays on the page)

Returns a link to upgrade the plan. Optional plan (default: the cheapest plan lifting current limits) and billingPeriod (monthly or annual). Ask the person which period they want: with it, the link opens a ready-to-pay Paddle checkout; without it, the link opens the plans page with the plan highlighted and they choose there. A workspace that already pays gets its manage-billing page, where plan changes are prorated.
