Revoke a webhook-trigger subscription

Requires 'account' scope, or an OAuth access token. Idempotent — revoking an already-revoked subscription still returns 204. An OAuth caller may only revoke a subscription bound to its own connection; any other subscription id returns 404 rather than 403, so existence is never leaked.
