Get billing preferences

Returns platform-owned billing safeguards. The low-balance threshold applies to native prepay accounts; budget_ceiling applies to native postpay accounts and the designated Shopify payer for all organization usage. Explicit payment-gated top-ups replace the retired local automatic-overage-charge preference. Requires 'account' scope.
