Abort a staged (hitl:true) matched-segment upload without confirming

Clears the staged upload created by a hitl: true call to POST /v1/segments or POST /v1/segments/{id}/refresh. Performs no file move and no status/mapping-state change — the segment is left exactly as it was before the upload was initiated. Idempotent: returns 200 even if nothing is currently staged. Requires 'creator' scope.
