Replace default developer fees

Replaces the customer default developer fee map. Send an empty object to clear it. Keys are payout payment rails, then funding currencies (USD, EUR, USDC, USDT). developerFeeFixed is minor units of that funding currency. A later transfer or fixed route that sets developerFeeFixed or developerFeePercent overrides the default for that request. Existing transfers and fixed routes keep the fee stored when they were created.
