Close a balance account

Closes a balance account. The available balance must be zero and no payouts may be in flight — pay out any remaining funds first. After closing, the account no longer accepts deposits and (for STANDARD accounts that shared deposit coordinates) the customer can be issued bank pay-in fixed routes again.
