Health Scheduler

Dedicated celery-beat liveness endpoint for watchdogs (WS3's Brain-side poller alerts Slack #alerts off this one). Returns 503 ONLY when beat is positively known to be dead (last_dispatch missing or older than SCHEDULER_DEGRADED_MAX_AGE_S) -- never for "unknown" (Redis itself unreachable), so a Redis blip can never masquerade as beat being dead and page someone for the wrong reason.
