Verify Audit Chain

Walk this org's audit chain and report whether it is intact (#10484).

Joins audit_chain back to audit_log and recomputes every hash. Detects:

  • a modified audit_log row -> recomputed hash != recorded hash
  • a deleted audit_log row -> chain entry with no audit row
  • a deleted chain entry -> gap in seq
get/api/v1/audit/verify
