Update dataset metadata

Updates a dataset's metadata. Only name and description may be changed; everything else on the record is an identifier or derived from one (s3_url and url embed the dataset id), so changing them would orphan the stored objects.

The team record holds a full copy of each dataset, written once at creation. This endpoint rewrites that copy too, so a rename is reflected everywhere the team map is read. Data changes still go through POST /dataset/{dataset_id}/mutation.
