Open Migration Pull Request

Commit the selected runs-on changes to a branch and open one pull request.

The repository comes from request.repository when the client sends one, resolved to one of this tenant's own hosted grids (404 otherwise) — never used as a GitHub identifier as it arrived. See migration_service._resolve_grid.

Never merges. Idempotent per grid: the branch name is deterministic, so a second call finds the first call's pull request and returns existing_pr instead of opening a duplicate. A refusal comes back as state="failed" with a typed failure_reason so the UI can explain it, rather than as a 5xx.
