Live WebSocket connections across the fleet.

Read from Valkey on demand rather than from a cached aggregate. The keyspace is one key per pod, so the scan is trivial, and KEDA polls every 30s — caching would buy nothing and cost staleness at exactly the moment scaling decisions are made.
