Get Catalogue

The self-serve pricing catalogue (3 packages x 2 cadences), read fresh from Paddle on every call. 404s when ica-self-payments-v1 is off (or can't be resolved), so the feature's existence stays opaque to callers not gated in.

Inline gate, not Depends(require_feature_enabled(...)): this route is deliberately not admin-only (see test_get_catalogue_is_not_admin_only), and require_feature_enabled depends on AuthorizedTenantAdminDep -- switching this route onto it would silently lock Viewers out.
