Every goal the bearer's account has settled, the one that comes first leading.

The app's one read for "which goals does this athlete hold" (wonderland goals.md: they keep every one and name which comes first). Before this the claim was the only call that answered with a goal, so a phone knew only the goals it had claimed itself, and a reinstall forgot the rest.

A bearer with no account yet holds nothing, which is an empty list rather than a 404: an install that never claimed is the ordinary first run.
