Read the pending-membership queue

Clerk operator session OR an agt_ token carrying admin:tier_review. Returns every pending tier request plus the recent audit tail. A KV read failure degrades to an EMPTY list rather than a 500, so read an empty pending as 'nothing visible', not as proof the queue is empty.
