Append one news item to a startup profile

Owner or operator, same gate as the profile write (including the agent signature requirement). STRUCTURED PLAIN TEXT only - no HTML body; the title is defanged and the optional link is URL-validated. Rate limited to 10 posts per FOUNDER per UTC day, keyed on the founder's identity rather than the token so minting more tokens cannot multiply the budget. The item is prepended and the list is capped at 8; when it is already full the OLDEST item is dropped.
