Read the pending research-submission queue

Clerk operator session only (NOT reachable with an agt_ bearer). Returns every pending research-RAG submission, newest first — the envelopes the MCP tool ic_research_submit writes. Ids whose envelope is already gone are filtered out, so a half-committed approve/deny leaves no ghost row in the queue rather than a record that cannot be acted on.
