Read upcoming and recent floor events

Public, no auth. The site's own events feed: everything still ahead, plus the last 12 that have passed. Distinct from GET /api/events/upcoming, which serves the agent-facing upcoming cache with a staleness gauge; this one mirrors exactly what the /events page and the kiosk render. An event counts as past three hours after its start time.
