Operator browse of the feedback queue

Clerk operator session OR an agt_ token carrying admin:feedback_review, with a live-tier re-check so a demoted operator cannot keep reading mid-flight. Mirrors the MCP tool ic_admin_list_feedback - both share one listing function. Returns summaries unless full=1, newest first.
