Fetch Degree Certificate from DigiLocker

Fetches the user's degree certificate from DigiLocker and returns it as a PDF file. Requires a valid reference key obtained from /digilocker/get_reference. Use this endpoint after the user has completed the DigiLocker flow and consented to share their degree certificate.
