List events

Lists versioned event envelopes for a tenant so webhook receivers can reconcile delivered events against Hyperscale audit truth. Ordered newest first. To consume exactly once: remember the newest event id already processed, follow the returned cursor until it reappears, and deduplicate by event id, never by position. Pass resourceId to narrow the stream to a single resource's timeline.
