PM Pool

A multi-command request that failed after some commands were journaled

says so, so the caller re-reads the position. Queue a withdrawal of the signer's own pool shares. The API verifies the signature and submits one engine command; the engine owns the request: its nonce, the split across the wallet's deposits, the minimum and the unpaid cap, all legs or none.
