Change who pays for a client project

Proposes who pays the usage of a client project (client or agency), or agrees to what the client proposed. It only changes when both sides agree: the client accepts in the portal under Agencies. Choosing the current payer withdraws an open proposal. In the building stage your agency decides alone; the client sees it when taking over. applied tells whether it changed now.
