Get a download link (from an app)

For an app's own server code only: a path on the site's own address that serves the file for 15 minutes. With the signed user headers forwarded, only for a file of that user (or any file for the admin role, the first of auth.roles). A file of a user only opens in a browser where that user, or a user with the admin role, is signed in. With public=true the link opens without signing in, for 15 minutes: use it only in a share route of the app, for a file the owner chose to share (like the photos of a shared recipe).
