Get available pricing — human subscriptions + agent (x402) per-call.

Two surfaces in one response:

  • subscriptions: human Stripe subscription tiers (existing)
  • x402: per-call wallet pricing (new, surfaced for agent discovery)

Iterates all_plans() so the response auto-includes any tier added in subscription_plans.py without an endpoint edit.
