Update Rate Oracle Config

Update the rate oracle configuration.

Modifies the rate oracle source and/or global token settings. Changes are applied immediately to the running RateOracle instance and persisted to conf_client.yml for future sessions.

You can update either the rate_oracle_source, global_token, or both in a single request. Only the fields provided will be updated.
