Send a logged delivery again, now
Re-sends the delivery's payload synchronously (10 s timeout), signed with the current secret and a new timestamp, and answers with the endpoint's HTTP status. The row keeps its id (X-Hub-Equity-Delivery is unchanged: a receiver that deduplicates on it will see a repeat) and gains one attempt. One shot: a failure is final until you redeliver again, and it counts toward the failure counter like /test. A pending row belongs to the emitter, which will send it at next_attempt_at (409); a skipped row carries nothing to send (409).
