Send a test event

Queues a webhook_test delivery to an enabled webhook, signed and with its parameters like any other delivery. Each webhook accepts one test every 30 seconds, including the test sent when it is created or its delivery settings change; sooner requests return 429. Disabled webhooks return 400. Returns the event ID; get the delivery's status from the webhook event endpoint.

Rate limit: 5 requests per minute per organization, shared across all operations in the webhook:test group and all API keys belonging to that organization.
