Reject a pending request. Owner only.

Mark a pending access request rejected. Nothing is emailed. A request already approved or rejected is 409 request_already_decided (revoke an approved request's code with DELETE /v1/admin/codes/{code_id} instead). Needs the admin scope and an admin account. MCP: reject_access_request.
