Get a project's occurrence counts
Returns the project's notice counts over period, one count per interval. Intervals with no notices are included with a count of 0.

Window to report over. Both ends are inclusive: hour gives 61 one-minute buckets, day 25 hourly, week 8 daily, month 31 daily.
