Snooze a fault

Snoozes a fault's notifications for a time duration or a count of occurrences, replacing any existing snooze. While it's snoozed, recurrences and rate escalations don't notify, but a resolved fault that recurs is still unresolved. With count: N, occurrence N+1 notifies. The web UI calls this "pause"; it's unrelated to Pause fault recording.
