Managed webhooks

Replay a retained managed webhook delivery

Creates append-only replay lineage with webhooks.write only after ownership, retention, active subscription and secret, dispatch flag, current event eligibility, purpose-bound consent, idempotency, and quota checks all pass. Every missing prerequisite fails closed.
