Inspect prepared agent host action status

Returns one prepared agent-host action status when the authenticated automation client has agent_hosts.read. External URL: /v1/agent-host/actions/{actionId}. Current Next.js implementation path: /api/platform/v1/agent-host/actions/[actionId]. This read-only route does not require Idempotency-Key; it exposes confirmation, grant, and fail-closed safety state only and never executes a prepared action, calls external providers, reveals raw host transcripts, or returns secrets.
