List source-to-coverage geography index rows

Returns one row per source linking source inventory records to coverage-map feature IDs, declared geography tokens, panels, official upstream URLs, native-boundary review status, and the geometry redistribution policy. This is the machine-readable counterpart to the interactive coverage atlas; it does not redistribute source-native boundary payloads.
