Resolve a project by its prefix (case-insensitive)

Resolves a project from its prefix (e.g. PLAT) within the workspace. Backs the friendly project URL /app/{workspaceSlug}/projects/{PREFIX} and the issue-key loader cold-cache fallback (PLAT-81). Includes the triage Inbox project (unlike the list). The two-segment path keeps it clear of GET :projectId. 404 on a miss.
